Rando Minn's backstory is unknown.

Rando Minn first appears in Charisma Cap, where they tell Placida and Cappy that they're "helping out the economy," and asks them for a nickel. After this, they spot Rando dumping an unknown substance into Loona-High's pool. When Rando is asked about their actions, they simply remind Placida and Cappy that they are trying to help the economy, though Cappy is conspicuous about this. Rando, realizing that the young couple is onto them, proceeds to nervously deny the suspicion, dumps some fish into the now-tainted pool, and shoos them away.

Rando appears to be a weird person who likes to wear mismatched clothing, and claims to be a community service guy. They are also known to nervously deny anything suspicious about their motives.
